Headlights go down but not up?

Headlights go down but not up?
Hi everyone I seem to be having a problem with my headlights I can push them up manually they almost feel like they want to go but not enogh themselves. Anyways when I switch them off they go down fine does anyone know what might be my problem? Also one more question what is that switch underneath the steering wheel that connects to the vaccum hoses do?

thats correct, most likely the witch hat seals are gone and need to be replaced.

What everyone above said is what fixed mine also. I had the same exact problem, and actuator seals fixed it. PM me if you need help, I just did this on someone elses car 2 weeks ago. That car also had the same problem and actuator seals fixed it.
