Default Wiper door problem, 1970

My friend has a 1970, and is having a problem with the wiper door. As soon as she starts the car the wiper door goes up, even though the wipers are off. When she turns the car off, after a little while she can push the door back down manually. With the car running and the door up, if I disconnect the rear (firewall side) hose from the actuator, the door goes down and vaccum is going through the hose. If I disconnect the front hose nothing happens and no vaccum leak. Does this indicate a bad diaphram in the actuator or is there another problem? She is the original owner of the car and the system is all original. Thanks for any help.

Is it possible that anyone was working with the hoses and reversed them?

Double-check to make sure the override switch for the wiper door wasn't accidentally pulled. Below the steering column/dash. there are two small stick-type switches and one large round ****. The round **** is in the middle. One of the two stick switches is a manual override for the wiper doors. The other is an override for the headlight doors. Hope that's it!

Nobody has worked on the hoses, so I don't think they were reversed. I will check the override switch to see if that was maybe pulled. She had it judged at an NCRS meet recently and maybe it was pulled during the operations check. It was right after that, that it started malfunctioning. If not the switch...any other ideas? Thanks for replies guys.
