When you said lower cable, I assume that your car has cruise control. Whats probably bad is the cruise transducer.
When they ware out, it puts additional tension on the lower cable, until it breaks. There is a current thread about rebuilding them, or you can get a 'new' one from the regular vendors hear.
My car did this, I just put in a single cable.

My car did this, I just put in a single cable.
I took out my complete cruise control system and replaced it with a single cable and it works perfectly. My is nowhere near stock so I'm not concerned with NCRS and I wouldn't use the cruise anyway. Less vacuum lines mean less vacuum related problems.
The cable can (in the housing )jump around making the spedo jump make sure the line is not jumping or moving . Tie strap it to the frame or something My 75 jumps every year or so I get out my spedo greasing tool give it A few pumps and away she goes for another year or so.
