You can manually get it down bu reaching up through the holes in the bottom of the nose, and pulling the joint of the knee that supports the headlight towards the front. The headlight should be free to fall unless it's bound up and held up by something else.
Inspect the relay and actuator and make sure you don't have any vacuum lines cracked or falling off.
