Default headlight switch

On my '81, underneath the dashboard, below the steering wheel, is a switch that goes up and down. Pulling it down flips up the headlights WITHOUT turning them on. Is this a "normal" switch to have and if so, what exactly is its purpose?

yes, it is normal. its a failsafe incase you have a vacuum leak, if im correct.. in the up position, headlights should function normally

If you pull the switch down before you shut off your engine the headlights will stay in the up position. It keeps the lights up when engine is off.

At first i use to leave my headlight up to park my car to get use to the long nose.
