Questions about luggage racks
Was the luggage rack originally installed by the factory or the dealership?
When installing the luggage rack, do I need access from under the rear deck or can it be installed from the outside?
I see six and eight hole racks available. Which do I need for a 71 or which is the better rack to buy?
Is it difficult to mark and drill the holes in the correct positions?
Keeping my 71!

It was a dealer installed option in 71.
I would get a 6 hole s/s type.
It should come with a template & threaded well-nut inserts so you should be able to install from above.
