Wiper & Headlight Vacuum System Problem
1. Wiper system" wiper cover stays down with or without car running. Wipers work. Turn on wipers and wiper door opens; pull lever under dash and wiper door opens--but in both cases I can not get it to shut.
2. Headlight system. Drivers side door comes open and closes no problem; passenger5 side will only open if you help it with you hand--both opening and closing.
Any sugestions what it is and where to start.

Did you change the hoses under the hood only? Or did you mess with the vacuum under the dash to?
Headlights:
If everything worked 100% before you started - I would say that you have faulting vacuum relay. 1970-1972 have two relays under the front nose, I think 68-69 have one and tee both actuators off it.
Slow moving assemblies are most all times caused by faulty vacuum relays.
If your car is 70-72, check the relay that feeds that light assembly.
If it is a 69-68, check the tee for a loose connection.
Wiper door:
Since the door opens without any issue, wiper switch or lever under the dash, I would say that the relay has an issue. You may also want to be sure that the hoses are correctly installed on the vacuum switch under the wiper door, that the wiper arm makes contact with.
This device determines when it is okay to apply vacuum to the front of the wiper door actuator. The RED hose is in the front and the GREEN is in the rear.
General Note:
The small white hose the attaches to the small metal nipple on the vacuum relay controls whether vacuum pulls on the GREEN or RED stripped hose. The yellow/White hose is the main vacuum soucre to the relay.

then you would need to adjust the LH wiper. The RH relay under the wiper tells the door when to close. Check other suggestions -there's a lot of detailed info - go to search.
