I found some black Texas lisence plates at an antique shop. They are the same year as my car (68) and say Hemisfair.. Ive heard of guys looking for these. Why would I want them and should I get them?, $40.00

1968 was the year of the Hemisfair Tower that was built in San Antonio and open for the public. Huge Deal as I remember.
And as said before if they have both of them it is a great deal.

I have 68 plates on my car. In order to use them you will have to fill out some forms, let the state inspect them, and then you can put them on your car. It is an easy process and can be accomplished at the city hall there in Pearland, TX.

Yep.
You can use them either licensed as a classic or antique.
As a classic, you have no limitations.
As an antique, you are limited to driving it to shows or display and for maintenance. This is the cheaper way to go and you don't have to renew for 5 years and no state inspection is required. I never heard of anyone having any trouble for weekend driving going the antique route.
It's what I did with my '69 vert.
