Default Running rich, help please.

Completely stock 73 L48.
Vacuum reads best at about 17 but that is with the mixture screws only out about a quarter of a turn.
Some black smoke out of the exhaust and the fumes will burn your eyes.
Timing set at 36 total, new plugs, cap, rotor, vacuum advance can and points set at 30 dwell.
Idle is about 850.

Seems to run pretty good but the fumes are killer.

Quadrajet? Some items to look at:

1) Choke not staying open
2) Float is soaked
3) Stuck power piston (primary metering rods are in the WOT position at idle)

Sounds like it's time for a rebuild.
