Tire height plays a role in width limit..
Take a look at this guys calculators for tire sizes:
Look for the Ideal Rim Width Calculator.

Put in a tire size and it will give you the best wheel width for that tire. Changing the series of the tire, say a 50 series as opposed to a 60 series can make a really big difference in the width of tire you would be able to use on a 9" wheel.
