If it has been there for 5 years, then someone thinks they will eventually get around to working on it. By now there should be some serious rust issues on that car since it has been out and unprotected.
I would at least talk to the owner to get the story. Unfortunately I've seen this before. Somebody holding out for an unreasonable amount of money while it wastes away, or has a personal attachment and can't bring themselves to sell it.
For example, I know where there's a nice 68 Camaro, low miles, under a torn tarp. Elderly lady owns the car, belonged to her son who was killed, and she won't sell it.
Wow........, the original crome pieces alone are worth a few bucks......, not to mention all the glass that's managed not to get broken...... and are those '67 Corvette rings and hubs ?? I'd ask if it's for sale and see what kind of price they throw at you.
