80 rear bumper cover

80 rear bumper cover

I am planning on changing the rear bumper cover. What is the easiest way to remove the upper screws that hold it to the body? Do I need to drop the gas tank...Ugh! Help with Ideas.

If your not planning on saving your old cover, I've read of guys that just cut the old cover off an inch or so back from the seam. this provides easy access to all the bolts.
