That indicates a thread was locked by a moderator. You can still view it but you cannot post in it. It'll slowly make it's way down the list and eventually get archived with all the other old threads that no one updates.

That's a new feature i guess.. I sold a car and wanted to change the ad in the cars for sale section to say the "car is sold so quite calling me and e-mailing me" but I can't even do that.

No it's been around as long as forums have been around. Not a new feature at all.
