Depending on year yes they are.
I had this happen to me, and assuming you have no fuse related issues or grounding issues the problem lies in the headlight switch. After i replaced mine problem solved

Is this condition just in the rear? In general they are 2 separate circuits. However turn signals and and brake lights are the same circuit.A turn signal is an interrupted brake light.

I dont have a diagram in front of me but did you check the "tailamp" fuse? (not hte brake or stop light fuse) I believe the tail fuse is the park lamp fuse.
This happened to me too, what I finally found was a problem with what I believe they call a weather plug: a plug from wire harness that's rubber, that plugs into wires coming from the lights. On both sides, one of the flat spades of the three pronged plug did not go into the socket. Soon as I correct that, she lit up like a Christmas tree!

Looks like it was a bad fuse ( looked OK ) & a bad brake light switch. Also when I was checking the tail light ground in the back I found a ground strap attached to it and it was broke. Is this for the antenna? There was another connection ( two wires ) that wasn't connected & I could not find either of these in the Assembly Manual.
