Hmmm I dont think the red means its blown.Do you have a fuse labeled "Inst. Lmps"? That should be the fuse for the instrument lamps. If you have a test light thats the best way to check the fuse...but be sure and check both sides and with the lights turned on.
If after you check the fuse and its good. You need to reach under the dash where the bulbs for the inst.panel and you will feel a male tab on each side of panel there should be a black wire with a female connector to each side hooked to the male .Sometimes these slide off.I they are connected there is a black ground wire comming off main harness that is screwed to the drivers side post ,just above kick panel.Check that and good luck
The headlight switch feeds the fuse block fuse labeled INST LMPS. The fuse is small but a small pair of forceps or needlenose pliers can extract it. Pull out the headlamp switch and rotate back and forth while watching your lamps.
My headlight switch lamp light circuit went bad (I cannot dim the lamps) but it still works on bright.
but where'd you get the replacement fuse? also, if i use a metal pair of pliers isn't there a chance i might electrocute myself? (assuming i don't disconnect the battery)

No ,touching that fuse wont bite you.But if you use pliers dont let them touch ground.
If your car has the original headlight switch than this is the most probable cause. What causes the fuse to blow is the sloppiness between the spring and wiper that is used to brighten or dim the instrument lamps. You will be able to see what I mean once you get the old one out.
Good Luck,
