problem with aiming low beams

problem with aiming low beams
When i turn the screw on the lowbeam for vertical adjustment it does not do anything. When i take off the bezel i can see that it does not go anywhere.... it can lower the beam but not up so i have a very low low beam. Suggestions? Maybe a nut on the screw itself?

The bucket is nice and tight and all the other screws are working even the horizontal for that individual bulb
well i wasent trying to set them low just even at least... before they were terrible
but the one cant go up only down so when i went down by accident it got stuck about a foot off the ground from 10 feet away.
Its way to low so thats not the issue yet
where would you suggest setting them?
