When I bought my 73 I got it from a bill of sale state, Ga. In NC you have to have a title and it has to be inspected prior to issue. Anybody out there have any experience with this inspection in NC?
Call the local DMV office and ask for the Inspections section. They will work with you and give you all the info. I rebuilt a salvage vette and had no problems after they came and inspected the car. They filled out the paperwork and I took it to DMV for the new title.
Note that after you get the title stuff done if your car is over 35 years old you do not need any type of inspection - safety or emissions. Also, check with your local county office or DMV might have information - if car is over 35 years you can fill out a form and get reduced property taxes if you have limited driving. I don't think it matters but I also have a antique auto plate on my 1970 which sort tells them it is for limited driving. If you haven't already check Hagerty or other collection car insurance - if you have a locked garage and limited driving their rates are excellent. Antique plate is $36 per year, and my property taxes are about $10.00 per year.

The DMV office is in Jacksonville on 17 South across from the entrance to the by-pass. They are in the small red brick building next to the Drivers License office.
I brought a car back from Japan in '97 and after I got all of my paperwork from the importer, I had to take the car and the paperwork to them so that they could inspect it. I stopped by and spoke with them beforehand and they gave me a paper that authorized me to drive it to their office. Once I got their stamp of approval I just took everything to the Tag office across from Camp Johnson (corner of New River Drive) and got my plates. They send the paperwork to Raleigh and Raleigh issues the title.
OK , I am going through this now. If your car is not operable you won't get your title back. If your car is operable, go to tag office and do title work. Get your tag, and you will have a year to get it inspected. You will not get a title till you do. If after one year you don't get it inspected, you will not be able to reregister it. This law has changed in Sept. Nothing anybody did before that matters. You will get different answers from different DMV people. I had to call my nc state rep to get to the botttom of it. I actually live in the Boro and have to go to Morehead to get it done. Trying to get ahold of the guy to get an appointment now. Got the tags with no problem.
I finally got ahold of the inspector and had the inspection done today. Was painless. Here's what I had to do in order to get the car titled in NC. Car was bought in Ga which is a non title state.
1. To get it registered and plates for it I had to have the notarized bill of sale from the guy who I bought it from.
2. I had to have copies of his last three registrations.
3. I had to have a copy of the bill of sale from when he had bought it from the previous owner.
4. I had to provide them a photo of the VIN.
5. I also gave them copies of the last two registrations from that owner.
They kept all the copies and the original bill of sale and sent them off to the state. Then I had to get ahold of the theft and fraud insprector, who is with the Highway Patrol. To get him to inspect it all I needed was the registration that I had gotten prior and my drivers license. In NC the inspectors only work from 8-10 so it is hard to get ahold of them. He verified the VIN with the registration and took a picture of the car and the VIN. He filled out a form and sent it off and I should have my new NC title back in 45-60 days. Best of all the inspection didn't cost a dime other than time.
Wow, I guess I will never sell a car to someone from NC!!!! There is no way I have copies of my last three registrations on either of the cars I have owned that long. I also doubt I have any kind of bill of sale from when I bought them. I guess I will just have to drive them into the ground!
I have a 1971 CAr I purchased in GA. MArch of 2006. The owner had no title since when he purchased it GA. did not issue a tille for a car older than a certain age.
I called NC DMV office and they said no problem. All states honor other states laws.
All I had to take to the NC DMV office was a notarized bill of sale from GA. and the current GA. regristration card.
I paid NC for tax and tag and got a tiile about 3 or 4 weeks later.
Unless it has changed sine then , You should see the same process.

These two sound extremely bureaucratic and unreasonable to me.
What would happen if the seller refused to give them to you or does not have it?
