On the mechanical pumps the diaphragm inside will develop a small leak and the gas will drip from the weep hole. It's usually a small leak so you only notice it in an enclosed area like a garage.
Most C3s have a second line off the fuel pump that returns fuel to the tank that the engine didnt need.Yours might not have one.
The line wont siphon unlike the feed line so when the engine is not running it pretty much stops leaking.

Funny thing is that when I wrote my post wondering what a return line is, my wife was looking over my shoulder. As I wrote it, I literally said to her "I have the feeling I am about to get an education". I was not disappointed.
