But it could be the vacuum is not strong enough to reverse the knee joint mechanism or the trim around the bulbs could be catching on the body.
EDIT-yes there are adjustments that can be made but I would try a direct strong vacuum source first.

Check everything the other two people where saying, but if neither of those are your problems then remove one of the 2 springs that helps the head light up. Make sure you do not remove one of the two that help lower it! Usually the springs are known for getting weak and by doing this you will make up for the weaking down springs.
