Making a lot of assumptions (torque curve, body, transmission, tires) I'd say ~125, taking just over a mile to reach TV with a stick and about 1.3 miles with an auto. With only 200HP, aero is a big issue. With more details, I can run a more accurate sim on the C3 in question...

the drag coefficient is too great with a C3 to get it up to 140 mph with a 200 hp L-48 and with the restricted torque - I'm thinking you'd probably see 112 - 115 "maybe".
the top speed of the 1984 C4 vette with about 200hp is listed at 140mph with the 4+3. I would say that is ambitious since i had a 1984 and getting it to 140 would have been a miracle, although i had the automatic. Practical limit in my set up was about 125 or so, and after that it was torque limited. because of a variety of issues, you can expect a bit less in the C3. I would say 115 to 120, maybe. 125 is possible under the right conditions and with enough road (miles). the l48 will be torque limited. I now have the opposite problem since my l48 is no more and i have a zz4. now i am rpm limited as the vette will turn 150, but is well beyond the redline there. need an overdrive.
