The driver side door outside handle quit working. I removed the inner door panel and can see that the rod is not moving. Is there a clip that holds the upper end of the rod to the handle, and if there is, how do I install it.

I believe the rod connects to the handle by inserting through the opening in the linkage. If it is not moving, I would bet that the door handle itself is broken. The bottom of the rod connects to the door latch and is held in place with a clip. If you have an Assembly Instruction Manual, you can see how everything hooks together.
I replaced both of my door handles last year and it was a bit interesting. Search some threads regarding "door handles" and you will see some common issues that occur.

I fixed my drivers side outside door handle last summer. The rod disconnected and the spring on the outside handle broke. I got some of those springs from the "HELP" rack and made a new one, cleaned up the door lock mechanism and now works smooth as silk.
It's just very tight in there. My 14 year old son was a big help reaching in there.
If the clip fell off, feel around in the bottom of the door.

There is a clip that attaches the handle to the rod, the adjustment for the throw is in the threaded nut. The best way I found to do them, is to remove the door latche rech up and get the 2 nuts off the handle with the pivot pin out of the latch remove the handle. install a new clip, vendors sell them, clean and lube the latch and install. adjust with the door open until you're sure it's correct then close the door.
