Could an L79 be bought in '68 with power steering but without A/C? If so,
1. What water pump pulley would this configuration have used?
2. Was the power steering belt routed over a crankshaft "add-on" pulley, or was the PS belt routed over the second groove of the crank pulley itself?
3. What power steering pulley was used?
I saw a '68 L79 car listed on ebay with PS but no air, and it looked like the PS belt was routed over the second groove of the crank and WP pulleys, and it looked like it had the 3770245 deep groove WP pulley.

I have an L79 '68 with power steering and no A/C, so yes, it was available. The P/S belt ran off the crank pulley itself. My water pump pulley has 2 grooves...one is not being used now as it was originally for the smog pump I beleive.
I'm sure someone with more detail and smarts will chime in soon enough.
Look in your AIM for all the various belt routings. Usually A/C utilized an idler pully, but there were several configurations in at least 68-69 where there was a "captive" belt on the crank, water pump, and an accessory with no method of adjustment.
My '69 435 hp w/PS is one of these. Easiest way for me was to remove the fan from the water pump, and tilt the pulley, walk the belt to the right spot. It is obviously critical to have the right length belt.

Are your pulleys all original? Any chance you can post a few pictures of your accessory belt setup, and the pulleys specifically?

Based on what I have seen in the car, my guess is that they are original. BUT, right now the car is in storage for the winter. Dont really have access to it. Its buried behind the motorcycles and all the other summer toys. I can probably scan the pictures of the belt routings from the AIM and email them over to you.

If you look at the diagram above you will note that there isn't an option shown for L79 + AC + PS....
What I ended up doing was buying the forward-most pulley for the crank and putting on a regular 327 pulley on the PS Pump w/ a home-made spacer. Not the best, so I'm planning on just spacing the whole PS pump forward and putting the L79 PS pulley back on.
Here's the pulleys I used:
According to my corvette log, the L79 Power steering pulley (deep)(GM)is 3834720.
The double water pump pulley is 3995641 and
The single groove forwardmost water pump pulley for the smog pump is3883235.
The forward most single add on pulley for the crank is 3916385.
I did not record the double-groove crank pulley number.
