It is factory. I think it was some type of noise supressor.
My 72 had one in it and the replacement harness I got used from here on the forum had one also. Both were in the same place and the same connectors.

My 71' had it also. It is a noise suppressor for the radio. It eliminates the click in the speaker every time you apply the brake. Obviously a quick "running change".

No, you're not necessarily wrong. Those kinds of connectors are typically used to hook into an existing wire without cutting/stripping/soldering/heat shrinking. The only times I've ever seen them is when someone has added some sort of gadget (e.g. a trailer package, a radio noise suppression, fuse, etc).
Unfortunately, my mind is hazy to the dash-area wiring of the vette since the last wiring I'd done was for the Jeep from front to back. I doubt it's factory installed. Perhaps done with a recall by a dealer or an addition, but definitely an afterthought.
My unrestored 70 has this as well. Either this was a factory install (or a dealer installed fix for a recall) because the connectors and capacitor are identical on all of our cars.
If this was a popular after market modification back in the 70's, I'd expect variation in the connectors used. The appearance is too consistent for anything but a factory installed or supplied device.
