I don't know about California, but I've never had anyone concern themselves with the certification label on the door when registering any of my cars.
Are you sure it's not the VIN tag on the driver side windshield pillar they want to see? Now if that's missing, it's bad news!

Bought mine in California back in 1979...never been asked for anything except VIN for registration....for smog tests, they have test requirements for appropiate smog test in the Cal State computer data base...they never look at sticker for emssions...just a visual on required smog equipment...been registering and smogging it since 1979...

Buy a blank and I'll send you a photo of my 78 sticker. Find a typewriter and a font that's similar (helvitca or arial) than type in the numbers for your car.

Is your an L48 or L82...I think the only difference is weight and those yahoos probably won't know what to look for.

The VIN tag is there on the side of the window but according to DMV there should be a sticker on the drivers door with the vin# as well

If you look at the link I gave you above, you can purchase the sticker...provide them with the VIN and build date, and it will come with the correct information on it. They use '70s era printers and it will be identical to the sticker that was on the car. If you don't know your build date, I think they can even determine that from the VIN.

I took picture of my 78 SA driver door decals...the top one includes Vin# but is not very legible after 31 years.(Red circle) I think all you really need is the pernament one by the windshield. Try appealing with Sacremento DMV...they are more resonable to deal with than the local DMV offices.....just call them..I've had success dealing with them on other matters..

Of course, you have the option of buying a replacement sticker as mentioned above...
