Aluminum cleaner like Mothers etc. I use Autosolve for aluminum in tube form, my wheels look like chome when done with lost of elbow grease. But there are lots of other products.

The 76-79 wheels (the ones painted black in the lug nut area) came from GM in an unpolished, uncoated finish. The 80-82 wheels came polished with a clear coat finish to preserve the polished finish. It didn't take long for the clear to start pealing, requiring constant polishing to maintain the shine. Any good metal polish (such as Mothers) and some elbow grease will bring back the shine to your wheels.
I use the "Ball" tool made by Mother's...
At the beginning of Spring(here in Canada), I take the wheels off and set on a table.
Your BEST MUST HAVE TOOL is PATIENCE and a 12pack of Canadian Beer !

When I had these on the car I would pull them off every spring and use my rotary buffer and a 6 in foam pad and go at them with aluminum polish. they would shin euplike chrome and withthe buffer it made for very little work on my part.
