I am in the process of prepping the windshield frame on my 75 coupe and wanted to know a couple of things. I had some minor surface rust and stripped it off and am now ready for paint. Is there a good paint to use since that area is prone to rust? I think I read something once posted by Willcox that Eastwood's rust encapsolator is a good paint to use as a primer followed by a top coat. I have also used POR 15 in the past but not on any body parts.
There is also a rubber gasket that surrounded the windshield frame, not the gooey tar type material, does anyone know where to get it and what it is called?

I'm at the same stage you are, except I need to do a little weld repair on my windshield posts before painting. I've been advised to remove all the rust, and then use a good quality automotive self-etching primer on the windshield frame.
I used POR 15 and painted over it--worked well for me. My frame was rusty but pretty solid. Rubber you're asking about I think is a factory filler that I have never seen outside new application. It fills the space from dash pad to w/s used on most all GM cars. Probably anti rattle/noise issue.
Since the windshield is actually glued to the paint, you don't want a failure due to poor paint adhesion. The way I do these is wash the frame with acid and use black epoxy primer. If you are using PPG DPLF it is compatible with acid, some epoxies and etching primers are not compatible with acid wash so check the tech sheets.
