Default Power steering pulley woes

I got my new power steering pump, and a serp drive pulley for it, and it came with the big washer, stud and nut to press the pulley on.
However, is it supposed to be this hard?? Geez, I've got a big-as screwdriver through the pulley hole bracing against the pump body (wrapped in cloth to keep from scratching the nice polished body!) and even using a breaker bar on the nut to press it, it doesn't seem to be moving any further up the shaft. There is about a 3/8" gap between the back of the pulley and, after pulling the stud/washer back off the pulley, there is about a 1/2" gap from the top of the pulley to the top of the shaft looking down inside it.

How hard is this supposed to be?? Am I doing this right? Is there an easier way to do it?

Sorry for the newb questions, but I really, REALLY don't want to break this thing! Just want it to go together!

Thanks!
