Tachometer Woes
What Gives? Is this something I can tackle?

The tach has three wires running to it, power, ground and signal. When you turn off the car it will usually hold the last reading until you power it up again by turning on the key. This is why I’m suggesting you check the power and ground wires.
When you turn on the key, the tach should have power and a verified ground. With the key in the ON position, the tach should go to zero and is waiting for signal.
If you have power and ground then I would have to say you are in need of a board.

Know it well. A friend of mine in Jeffersonville, Doug Kiesler, had a collection of restored WWII Tanks that we used to work on and run all over the midwest.
I still do the tank thing in Shepardsville, Ky with a bunch of local hot rod guys.
I will be down that way this week and will look your place up.
