Removing door handles for paint. Bolts are off and linkages are
off. When I try to lift the handle out of door hangs up on outboard side. Lifts up about 3/8" than hits something.

I assume you have the interior panel off. If not, remove it so you can see what's getting caught. Did you disconnect the short rod that goes to the door lock mechanism?
Try to press the handle down (as if you are opening the door)as you are pulling it out. That will move the rod actuator towards the center of the opening and allow you to lift and tilt (away) the handle out.

Another possibility is the pivot pin that the spring is wrapped around sometimes slides one way or the other and is sticking out under the edge of the fiberglass keeping the handle from coming up.

Drivers side hinge pin had slipped and was under fiberglass as DWncchs described. Found that with a mirror. Ended up cutting pin as I couldn't get it to slide back in.
