And then when they make you register the car in California, you can follow this table:

Table on how Penalties are Calculated for New Vehicles or Vehicles never Registered in California. If payment is late: The penalty will be the sum of:

One year or less 40% of the Vehicle License Fee due for that year
40% of the Weight Fee due for that year, if any

More than 1 year-2 years 80% of the Vehicle License Fee due for that year
80% of the Weight Fee due for that year, if any

More than 2 years 160% of the Vehicle License Fee due for that year
160% of the Weight Fee due for that year, if any

(The California DMV says you have 20 days from the day you move to California to register your vehicle.)

I seem to be missing something here.
Leave the 76 as is in VA at Mom's house. Buy something out in CA to drive there, OR put hi flow cats, EGR etc as suggested and bring the 76 there. Seems like a huge waste of money to do all the body, engine swaps etc when you could simply buy something out in CA to drive immediately, has been registered in CA and will pass the smog inspections if newer than a 75. I'm sure you could find a nice rust free west coast Vette.

I am NOT a California resident. i am a Virginia resident which is where my corvette and my Ford Freestyle are still registered. I am in the military which is why i can keep my Virginia residence and keep my Vehicles registered there.

Ooooooooooh my appologies. How long are you to be stationed in California?

For how much you are looking to spend though, you could buy a '74 or '75 to have while you're in California and just keep your '76 in Virginia. You might as well have two vettes for the price of one!

So you're there temporarily. How long? Since you're not a permanent CA resident then just keep it registered In VA. and don't worry about it.

What's the cost to bring a car into the state? Here in Florida it's $250 and about to go up.

I think the best thing would be, buy an early 70's vette in California, Take everything you want off the '76 put it on the Cali vette. Put everything you took off the Cali vette and put it on the '76. Then sell the '76.

that was my original idea but giving it more thought i think i will just keep it the way it is and keep it registered in Virginia. if i happen to find a nice project 73-75 that has all the body and paint done then i might just buy it and swap the parts off of my car. im am gonna keep my eyes out just in case something comes up and if nothing does then i will just keep what i got.
