As a start I would change the oil & filter....change the trans fluid & filter...drain any gas that might be in the tank and replace the gas filter....replace the brake fluid and check all 4 calibers for leaks...replace the battery, then see if it starts. Once you have it running you might want to think about flushing the radiator, replace the antifreeze and thermostat...check rad hoses for replacement...check plugs & plug wires for replacement....

BTW, the turbo 350 is not an upgrade to the 700R4....the turbo 350 is a very good 3 speed....for 82 the 700R4 was a newly designed 4 speed trans. If the trans is bad you might think about upgrading it with 1984 internals and cpu.
Would the turbo 350 fit on the stock engine for the vette?
the turbo 350 is not an upgrade but is very easy to come by at a reasonable price. Like Dustup7T2said it may not exactly bolt right up check. if you so go with a turbo 350 check the length from the front of the tranny to the tail shaft on your 700r4 tranny an dmake sure its the same length on the turbo 350. if the turbo 350 is too long you can always have you drive shaft cut down shorter. the tranny mounts should be in the same spot as the 700r4 but don't hold me to it. Check for everything that everyone has posted about and you will be in good shape. also like gq82 suggested you might just consider having the tranny rebuilt with better internals. The 700r4 will save you money on gas in the long run to because of the over drive and will also be better for over all cruising so if its possible to save it I would try.

If the car is still a numbers matching, original vehicle and you start changing out parts like the tranny, engine etc., keep the original stuff so it will always be with the car.

No. It is actually going backwards. A turbo 350 is a 3-speed automatic with very little strength. Whereas a 700R4 is a 4- speed automatic. Many Vette owners strive to replace there 350s with the 700R4 fdor better fuel economy. Also the 82, I believe has a computer controlled trans, which would be missing from the 350.

The 700r4 trans is 3" longer.
Replacing with a 350 thm will require you to purchase a longer drive shaft, relocate the trans mount, and most importantly of all you will loose your overdrive that will mean up to a 25% reduction in highway fuel economy.
