Are they quiet with the caps on or do they start loud and get louder when you drill the caps?

Dpends what you consider loud. I started without the baffles it was really too loud, put the baffles in it was sort of to quiet(depends of your taste), than we drilled 1/2 inch holes, still didn't like it and next step was to take the caps off( could have tried an 3/4 hole).
It is loud but atleast you can drive and talk to the passenger if you have one. Anyways loud pipes saves lifes
