See my previous post about swapping frames. I've got this parts car that I'm going to try to put together and it's an 80 with a 74 manual frame. If you have some pics of your 80 frame (front and back) along with the mounting brackets, and 74 frame (front and back) along with the mounting brackets please post them here. Hopefully I can figure out how I am going to mate these 2 together. Otherwise, off to post in the for sale section!
I think your 80 with a 74 frame will work ok. The only problem I see is the rear bumper assembly, but if you use a fiberglass rear bumper instead of the factory urethane I believe you could just leave out the brackets etc. I think the front frame rails are the same, so the front should be ok. If the 74 frame has a welded in trans crossmember, you might want to make it removeable to ease the assembly process of installing the engine and trans, unless you have the body off the frame. I have a 75 frame sitting beside my 1980 and I do not see any other reason it will not work. You will have to use the rear axle assembly from a 79 or older to fit the 74 frame.
Here's a picture of the body sitting on the 74 frame.
A couple things that concern me is the length of the back end of the bumper. From what you are telling me, I just need to remove that bumper piece and I'll be able to mount the 80-82 bumper to it. Also, you can see the brace for mounting the gas tank. I believe that the mount will not work on an 80-82. What do you think?

The 75 frame you have is different at the back from the 74 (1st year for this change) The 74 frame is closer to the 73 frame According to vettebuyer's link the tank location was move in 78 so it's not going to just bolt up
