Windshield frame rot

Windshield frame rot
I have some major rust where the windshield frame meets the body(fenders). It appears that the bonding strip attaches to this part of the windshield frame (with 2 screws). Is there a way to repair without removing the fenders?

if you have rust there it is because of a seal leak.. and the water, due to gravity, will have also flowed down into your birdcage at your kickup by your door attachments and body mounts. you will likely have equal rust down there... take a look down there..
