Default Clutch rod boot install question

Hey Guys,
I have a new boot to replace the old shreaded one. I noticed that the hole in the new boot is smaller than the diameter of the rod. Is the rod suppose to be lubed to slip back & forth, or is the boot end suppose to move back & forth with the rod like an accordian?

If you do lube the rod, you might be best choosing a silicone-based lube rather than a petroleum lube, which might degrade the rubber.

Anyone know what is correct for this? I'm guessing no lube, the tight fitting hole moves with the rod.

The boot fits tight on the rod. The rod causes the boot to move in and out with the rod movement.

When the clutch is not depressed, the boot is colasped. It elongates out as the rod move forward when the clutch is pressed.
