79 headlight bucket ?

79 headlight bucket ?
I am having problem adjusting my headlights. They are alway to low and toward the center. I run out of adjustment before they are adjusted. The headlight assembly is mounted correctly . On the black buckets that hold the headlight next to a adjustment tab is a letter
A-C-D and one without anything. Do the bucket have a location or are all four the same? Do the letter stand for something?
