I don't drive it that often at night (and never noticed it at night), but lately it's been dusk. I notice the headlights bounce. Is this 'normal' or is there an adjustment?

I had the exact same thing happen to me before. There are 3 bolts on each side of the headlight that hold it fast, reach up there and make sure they are still there or not loose.
After my restoration I lost a few bolts and had a few loose; I'm guessing from vibrations they worked themselves out/loose, even though I know I had them tight when I reinstalled them.
So if the bolts came out or are loose it will make the headlights bounce.
I didn't mean the headlights as much as the whole assembly. I don't notice at night but around dusk with the lights up I can see the whole thing bounce.
There are several reasons why they bounce. You'll just have get under there and see where the looseness is. Ive found bushings worn out,loose bolts,the mech not locked and so on. There is a bar on the outside that stabilizes the whole assembly if I can find the diagram I'll post it. On the bar is an adjustment bolt.

Yep, the whole assembly will bounce. Those bolts are rough to get to, but if you come from the front and go underneath you should be able to get your hands up there. The brackets the bolts are in look (will feel) like a 3 leaf clover and mount to the body.
Also it's a PIA to get a wrench or ratchet/socket in there.
My right headlight used to vibrate up and also. When I got under there to take a look I noticed that the bolt was missing from the front of the support bar nearest the fender. The bolt hole is impossible to get to put a bolt in there and get a wrench on it. What I did was, I wedged a small block of hard foam between the bracket and the bar, just thick enough to stop the vibration. It's been in there for 2 years now and worked like a charm, I'll put the bolt back in there when I pull the front bumper off when it's time to paint the car.
