On the controller for the fan, there are 4 spots, off and 1,2,3. The fan runs on off. However, when the vent selector is off, i.e. not on a/c, heat, vent, etc. the fan is off.

This is confusing. Do you mean the function selector on the left? There is no "vent" selector per se.

The fan runs anytime the heater is on even if the fan speed switch is off. Has to do with the Astro Ventilation.
The only time the fan will be off is when the selector wheel is in the OFF position.
If it is moved to any of the other positions, the fan will run even with the fan switch pushed all the way to the left.
This is a feature that exists in AC cars only (pretty sure).

Bill, I believe you are correct about this being an A/C feature. I read that they did this to make up for the sealed Astro Ventilation doors on the rear deck.
On non-A/C cars, the doors open for ventilation whereas on A/C cars they sealed them to make the A/C more efficient.
