How do you get to the two bolts under the dash on the bottom of the Center Instrument Cluster Bezel?
Is it a nut? Cannnot feel anything there but the threaded shafts yet it won't pull out.
If the radio is out its much easier. You can reach thru the radio hole and start them "blind"... You can actually get a 1/4" ratchet in there to tighten them up, again you have to do it by feel... However you decide to get to them, its not easy!!
I am assuming that removing and reinstalling that center bezel is the only way to get to my clock, which is right two times a day. I think I understand how to get the clock working again, but it looks like removal and installation is a big PITA.

...how do you get those nuts started on the studs?...
The reinforcement bracket under the console has U shaped slots for this. Start the nuts on the studs before positioning the bezel , slide the studs into the reinforcement bracket as you position the bezel.
