It shouldn't cost that much, but it will. Guy in a shop will bill you an hour and spend almost that much time. Kind of a lot for a $20 job tho
Maybe see if you can get a rubber plug and a gromet to get by with
Brazing or soldering requires a tight fit since the brazing rod is what bonds the joint together using capilary action, rather than the parent metal being melted with filler rod added.
You can buy a small oxy/mapp torchset from Homedepot for about $50and you could weld that yourself.
Maybe you can find someone who works at a bodyshop and wants to make some cash on his lunchbreak... I got a crack in my bellhousing fixed for $20 from a guy who builds riverboats.
Yeah, the weld shop guy said it's an hour's work to weld that thing.
I said I could pay up to $40. Then he wanted me to wait for his partner to return from lunch so that he can really do it for $40

I am going to call a couple of small time welders fro Craigslist first. If that does not work, I'll have to do something as folks suggested here.

Too bad you aren't closer, I'd sell you a regular oxy/acet complete setup with B and Q tanks (I think, trying to remember) for the $150.00
That's actually a tricky weld job because the metal's so thin. I'd braze the repair myself... easier to control and less risk of burn through. A MIG is not the best for this... a TIG and an experienced hand needed not to make a mess. Or epoxy like onaqwst says... not a structural repair.

Because he did not want to do it for $40. I offered him that, but he want sure if he could do that. He wanted me to wait or go back there in a couple of hours when his partner returns from lunch.
That is not an easy weld. The picture looks like you have a pretty big gap between the pipe and the hole, and very thin metal. For metal that thin you need a much tighter clearance. If the guy does a good job that ends up looking good then $80 might not be that bad.
