Look on th eDriver sida a pillar for the origional vin plate (On the Windshield Frame). That is the only place you will find the "original" VIN # plate if it is not there then you do have a problem. If it is there I don't know why that Georgia assignd plate is on your driver side window. I would think that would hut the value of your car whatever that might be.
You have a 78 Vette painted like a pace car, it is obvious that the interior was not the pace car interior so that does not add anymore value than just a freshly painted 78 vette. If you shoose to go with the pace car clone look which some do, I would suggest you look into replacing the red stripe around the mid section dividing the 2 colors because that is not the "correct" type stripe. You can click mon this link and for a couple hundred dollars you can buy the entire striping kit and door decals to at least make the paint job look correct.
I would say if your car value would be what any 78 Vette would be based on the condition your car is in, if your "original" vin plate is missing on the a pillar and you have a state assigned VIN then you have a bigger problem that most buyers would stay away from.
This can never be a numbers matching car because it has a replacement VIN. All the frame and other numbers might match... but who knows where the body shell came from originally... or on the off chance it is original, something bad... like being a recovered theft or repaired total loss insurance car required a new identity for the car. I hope your title VIN matches the Georgia supplied VIN exactly....
Haha, that's what I thought. If I get the partial frame vin, and match it to the vin, then this should be a numbers matching car?
Most folks are happy if the engine stamps match the VIN. With your replacement VIN, I would check the VIN derivitive on the block and see if it matches the original Corvette VIN in your paperwork. At the least, that would tell you if the engine is original.

It matches vin on title. The georgia vin is a corvette vin that is same number as title. Is there any partial vins on the body?
The original vin tag is in front of the drivers side dash at the bottom of the windshield... Is yours missing?
Most cars have it there on the vette it is litterally sideways on the A pillar If you stand on the driver side look at the A pillar and you should see it.If I get a chance I will take a pic.

Picture #5 of the first set of pictures shows the original VIN location, with some sort of metalwork over it showing some sort of official Georgia DMV stamping on it.
I would be very inclined to think that this WILL scare off buyers, and for those that it doesnt scare off, it will seriously impact the value of the car.
If this were a real pacecar, numbers matching would be a big deal. On any other 74-81, non BBC, non convertible, non 4 speed car, I doubt that numbers matching versus non numbers matching is all that much of a value enhancer.
I hate to say it, but for such a pretty car, its high number value will be foretold by someone who is just smitten with this car, but it may take you some time to find that buyer.
You know it isn't a true S/A car. So take that out of the equation. It appears to be a nice looking 78 so I bet you won't be hurt by the vin tag. Not every buyer is a vette forum member who reads all this stuff on what to look for and what not. It's a '78 so it's not a sought after collectors car anyway.
I think that if you have the documentation to support the car you should put it on the market for what any other 78 is going for in your area in the same condition. I'm buying a 78 to drive so I want the best looking and best running car I can get for a certain amount of money, not a numbers matching collector to sit in my garage.
IMHO.....you said previously you were not going to sell it....so drive it, enjoy it. When you going down the freeway at 70MPH nobody is going to say " HEY THAT VETTE DOESNT HAVE THE ORIGINAL VIN TAG" or "HEY...ITS A REPAINT IN THE WRONG COLORS".......BAHHHHH.
