Most of the guys out there are C5 and C6 guys, but I'll see if an old C3er will get some attention there.
Usually I cover the carb and the distro with plastic sheets and tight them real well, then I use a pressured water to clean up the engine and engine bay directly then I use a hand blower to dry all the water. For me, its the safest, fastest and cleanest way to clean the engine bay.
That's my experience too (as a former VP to local Vette club): almost every one of them I have had the pleasure to trade experiences with rarely twist wrenches, use the latest "Trick of the Week", or pay somebody to do the dirty work.
I'm more comfortable the old-fashioned way employed here: elbow grease, degreasing solvents, then hot, soapy water followed by rinse.
To OP: not aware of non-water based solution to achieve best results. As far as tools used for small spaces: stiff brushes (toothbrush or cut down paint brushes), toothpicks, popsicle sticks (trimmed to shape), old screwdrivers also shaped as needed, and usual scrapers-knives-picks for bigger areas.

To be fair to the C5/6 guys, those machines are far more complex than C1/2/3 cars. How many expert C3 guys are equally comfortable working on a C6?

True Story: My fiancee and I were at the NCM a couple of years back on what just happened to be the C5/C6 Bash weekend. The folks from the plant brought over a pilot line car for the coming model year (2008, if memory serves) to show it off. The single item which drew the most ooohs and aaahs from the C5/C6 crowd was the built in USB port for ipods and MP3 players.
