Pulled the Side skirts off to have a peek at the frame before Side pipe install. They are alum and were painted black.
Figured I'll repaint em so I poured on the stripper.
Seems some hack laid in some bondo to hide this scar.
The '68-'69 used a 2 piece rocker molding, fiberglass with an aluminum accent strip.

Fiberglass eh.....so someone added these later style alum ones at some point. Hmm!
I think in his case.. he might want to use the later all metal ones behind the side pipes??
The factory installation included insulation on the frame under the sills. '69 assembly instruction manual (AIM) shows it.
Probably a good idea.
Haven't pulled the sills yet will have to see!

They will get rid of most of the undercar heat (no AC)
But now that rocker area will get it. Hmm!

Looks to me by the pic you have one of each there. The damaged one looks fiberglass to me. I think you'll find the alum ones will be cheaper and happier behind a hot sidepipe - assuming NCRS isn't an issue.

Lastly; these SideMount hanger bolts stick out quite a bit,,, will they affect how the rockers sits?
Do ya cut the bolts back after mounting?

The bolts shouldn't give you any problems but you might need to trim one or both of the rocker panels where it goes over the header up by the front tire. Test fit it first though because you might not need to or you might have to trim one side and not the other.
To make mounting the headers easier I used studs at each end of the heads to set the headers onto then started the rest of the bolts before removing and replacing the studs.
Test fit the rocker panels before sliding the side tubes on.
I also cut X's in some sheet plastic to use as washers to hold the T-bolts in place so that they wouldn't drop into the frame and removed the rear tire then slide the rocker in after the side tubes were on.
