Make sure the relay is working. It sounds like antenna or relay. If you have a repair manual make sure the gray, green and white wires are seeing power and ground at the appropriate time. If they are then you will need a new power antenna.

See, and I just went the other way on my 80....pulled out the Delco unit, and got a fixed antenna....so I don't have to mess with any more relays than I absolutely have to! 
Haven't decided if I should just ****-can the old unit or sell it.
