The gommets in the deck of the 80 are for the t-top carrier. The carrier was an option from 80-82. The carrier was made of a black composite plastic material. It pushed into the grommets and the tops were held to the carrier by straps. On cars equiped with the carrier, there were 2 brackets installed on the right side of the luggage compartment. A bag, color keyed to the interior, was included to store the carrier when not in use and the bag could be hung from the brackets in the luggage compartment.
I don't recall what the wire is for and my assembly manual is in the garage right now, along with my 81. I'll check what it is and post in the morning, if no one else has identified it by then.
My initial thought was that it was the connector for the lamp that shines down on the heater controls from the top center of the gauge bezel, but that connector comes out of the harness above the glove box.
From looking at the 81 assembly manual, I'd guess that it may be either the connector for the power door locks, power mirrors or the visor vanity mirror???
With the glove box and kick panels installed, I couldn't locate that connector on my 81. I have a complete set of harnesses out of an 81 on the shelf, if I can get a chance, I'll go through it and try to identify that connector.
