I just got my new cut pile carpet from ACC for a 71 cpe auto but have no idea what this is for. Its a flange 3" at its largest diameter made of plastic.
Im going through the the re-carpeting task at the moment on my 71 coupe and it is a acc brand carpet and that plastic gromment is for the dimmer switch on the floor.

Is that to be used if there is no pedal for the dimmer? I have my pedal present or will it go under the pedal. I don't see the purpose of it if theres a pedal.
Check the assembly instruction manual. I'm not convinced the grommet was used. The dimmer switch is under the carpet on my '68 and, if memory serves, it was under the carpet on my '74.

The grommet doesn't go under the pedal. It's probably included in all carpet packages for cars the age of ours and older because, unlike the Corvette, most other cars had the button switch that stuck up through the carpet and the grommet was just a cute little trim ring that covered the cut hole in the carpet. Had it in my 67 Camaro, 65 Bonneville, 62 Corvair, and 57 BelAir. Most of you guys are too young to know what I'm talking about, though.
This grommet was used to trim out the hole for cars that did not use a pedal. For some reason ACC and other carpet companies put this grommet in the carpet sets for years! I guess they just don't realize it isn't used on the car.
