Right behind the horn button is the hub in the center of the steering wheel. the lock for the tele is right behind (forward on the car), the spokes on the wheel. Little lever there= If it's locked, the lever will be toward the right side- just move it to the left and it should unlock,.

The round part #1 called a lever that is right behind the horn cap is the part that locks and unlocks the telescope feature. It is rotated CW to lock the telescope feature and CCW to unlock. It has splines all around it so there is not any identifying feature that calls it out as a lever. It is a one year only part that is used on the 1976 T&T steering column.
