Default Hot Water Heater Valve

I have a 1979 L82. Is the hot water valve to the heater normally open or closed. Does the vacuum open the valve or close it?

Yes. Opens and closes by vacuum when operable. Open for heat and defrost when you want warm air. Closed for VENT and AC.

Yep, vacuum holds it closed. The temp switch needs to be ON cold. Not close but ON.
In this pic I had handy, look past the wiring and you'll see something with a cable on the heater box. This is the vacuum SWITCH that controls the vacuum VALVE under the hood.
