Default 73 bumper bracket hole?

Help! The PO had partially disassembled the front end and I don't know what this threaded hole is for. I've checked the AIM but don't see where it is used. Anybody with a '73 be willing to take a look and see what is supposed to be there? I think the 2nd hole (smooth) is to attach the wiring harness. Appreciate the help. THANK YOU!

The front threaded hole is for a support rod that attaches to the main cross member of the front frame. One on each side. It will definetly show up in the AIM, just don't remember exactly where. The rear hole is for the harness clip.
