I too, actually used to have a Blaupunkt 'equalizer on a stick' in my car back around '89 (that thing sticking up on the gooseneck, to the right of the console)

Did you see the Chevrolet logo on the rear bumper between the tail lights? Hard to miss... the only thing that guy did not do to the car was to attach a park bench spoiler to the rear...
Have you noticed all these Vette abominations are years between 1979 and 1987? I would think this is due to current prices.
BUT I WONDER if in few years we will see Vettes from 1990 to 2004 being modified to abominations, and then 2004 to 2011 and so on as Bubbas get their hands on them?

In all seriousness, I am fine with the rear end modifications. I like the hood too. The front spoiler treatment looks like it got some poor workmanship done to it, but I think I could like the concept if it was done well. In other words, I see a lot of stuff on there that leads me to believe that at one time, this car was probably well on its way to being a decent custom car that could have been really cool. I think a few questionable calls on things like the sidepipes, and some really bad workmanship have de-railed this project at the moment. But if I wanted a custom, and could get this car pretty cheap, I really think it wouldn't be the worst starting point.
